India E-commerce Market: GeM Public Procurement, MSMEs and ONDC

India's Government e-Marketplace recorded INR 5.4 lakh crore GMV in FY2024-25. Official data on GeM growth, MSME participation and ONDC sellers.

Executive Summary

India's Government e-Marketplace (GeM) recorded a gross merchandise value (GMV) of INR 5.4 lakh crore in FY2024-25, up from about INR 4 lakh crore the year before. Annual GMV has grown from INR 422 crore in FY2016-17 to over INR 5 lakh crore in each of FY2024-25 and FY2025-26. MSMEs make up 80% of e-commerce sales and 70% of ONDC sellers, according to SIDBI data cited by CSEP. This report focuses on official data; a verified total for India's consumer e-commerce market is not yet included.

Overview

India's government publishes regular data on two parts of the e-commerce system: the Government e-Marketplace (GeM), the national online platform for public procurement, and the Open Network for Digital Commerce (ONDC). This report draws on Press Information Bureau (PIB) releases, other government media and IBEF, a trust set up by the Ministry of Commerce and Industry.

GeM Market Size

GeM recorded a GMV of INR 5.4 lakh crore in FY2024-25 [3]. By 23 January 2025, ten months into that fiscal year, GMV had already reached INR 4.09 lakh crore, nearly 50% more than the same period a year earlier [1]. That passed the previous full-year high of about INR 4 lakh crore [1].

Annual GMV has risen from INR 422 crore in FY2016-17 to over INR 5 lakh crore in each of FY2024-25 and FY2025-26 [5]. IBEF reports that GeM GMV included over INR 5 lakh crore (USD 56.6 billion) in FY2025-26 [4].

Cumulative Growth

IBEF reports cumulative GeM GMV of over INR 15 lakh crore (USD 177.4 billion) as of August 2025, rising to INR 16.41 lakh crore (USD 194 billion) by November 2025 [4]. It later reported a cumulative total of INR 18.4 lakh crore (USD 208.2 billion) [4].

At its ten-year mark, GeM had recorded a cumulative GMV of over INR 20 lakh crore through more than 3.78 crore orders [2].

Segmentation

Services make up most of GeM's value. Services accounted for 62% of total GMV in FY2024-25 up to 23 January 2025, and central government entities were the main buyers [1]. On one day in that year, GeM processed 49,960 orders [1].

MSMEs and ONDC

Small businesses are central to Indian e-commerce. Citing SIDBI data, the Centre for Social and Economic Progress (CSEP) reports that MSMEs make up 80% of e-commerce sales, 70% of ONDC sellers and 38% of GeM order value [6]. CSEP also notes that internet penetration in the MSME sector has reached nearly 26.7% [6].

In FY2024, MSMEs made over 18,737 crore digital transactions worth INR 3,659 lakh crore, according to the same report [6].

Methodology

Sources are PIB releases from the Ministry of Commerce and Industry, All India Radio (News on AIR), IBEF, a Tribune India report of GeM's ten-year figures, and the CSEP India E-Commerce Report 2026, which cites SIDBI.

GMV is the total value of orders placed on the platform. Indian fiscal years run from April to March. One crore is 10 million and one lakh crore is 1 trillion. US dollar conversions are as published by IBEF. The FY2023-24 value is the rounded 'INR 4 lakh crore' given by PIB. No FREEE.REPORT calculations are used.
