Electric Two-Wheeler and Three-Wheeler Market: Global Sales and India

Executive Summary

Sales of electric two- and three-wheelers rose almost 15% to about 11 million in 2025, around 15% of all two- and three-wheeler sales, according to the IEA. About 10% of the global two- and three-wheeler fleet is now electric. Electric three-wheelers passed 1.2 million sales, more than 25% of that segment, with India the largest market. India sold 1,209,772 high-speed electric two-wheelers in FY 2024-25, up 19.1%.

Overview

Two- and three-wheelers are the most electrified road transport segment, with about 10% of the global fleet now electric [1]. Electric 2/3W sales rose almost 15% to about 11 million in 2025, around 15% of total 2/3W sales [1]. The electric sales share rose only 1 percentage point from 2024 because trends in major markets diverged [1].

Regional Analysis

In the IEA's 2025 summary, sales in China and India, the world's largest two-wheeler markets, grew only slightly to a combined 8.4 million [2]. Sales doubled in Viet Nam, underpinning global growth [2]. Sales in Africa reached about 70,000 two-wheelers in 2025, over 80 times more than at the start of the decade [2].

In Europe, the electric share of two-wheeler sales fell to about 6% in 2024 [3]. Türkiye sold more than 50,000 electric two-wheelers in 2024, the leading market outside Asia, followed by France and the Netherlands [3].

Early 2026 data point to faster growth: in the first quarter of 2026, electric 2/3W sales more than doubled year on year in Southeast Asia and grew more than 30% in India [2].

India

India sold 1,209,772 high-speed electric two-wheelers in FY 2024-25, up 19.1% on FY 2023-24 and 59.4% of all EV sales, based on VAHAN data compiled by EVreporter [6]. Under the PM E-DRIVE scheme, 1,010,101 e-2Ws and 122,982 L5 e-3Ws were registered on VAHAN in FY 2024-25 [4]. In calendar 2025, PIB reports about 12.8 lakh (1.28 million) electric two-wheelers sold [5].

India also sold 474,503 e-rickshaws and 135,260 high-speed passenger three-wheelers in FY 2024-25 [6].

Electric Three-Wheelers

Global three-wheeler sales fell 16% in 2025 to around 4.5 million, but electric three-wheeler sales rose to more than 1.2 million, a share of more than 25% [1]. China, India and, to a lesser extent, Türkiye account for more than 95% of global electric three-wheeler sales [1]. India remains the largest market, with over two-thirds of its 2025 three-wheeler sales electric [1].

Forecast

In the IEA's Stated Policies Scenario, the electric share of 2/3W sales reaches close to 60% by 2035 [7]. This is a scenario projection.

Methodology

Global figures are IEA estimates from the Global EV Outlook 2025 and 2026 [1][2][3][7]. The IEA counts two-wheelers with a top speed of at least 25 km/h (UNECE L1 and L3) and three-wheelers in L2, L4 and L5 classes, excluding e-bikes and low-speed scooters [3]. India fiscal-year data (April-March) come from VAHAN registrations compiled by EVreporter, which exclude low-speed e-2Ws [6], and from PIB releases [4][5]. Calendar and fiscal-year figures should not be added together.
