Executive Summary

India sold about 2.3 million electric vehicles in 2025, up from roughly 50,000 in 2016, according to the Press Information Bureau. Electric two-wheelers made up 59.4% of the 2,037,831 EVs sold in FY 2024-25, based on VAHAN registration data compiled by EVreporter. NITI Aayog puts the electric share of 2024 vehicle sales at about 7.6%, against a 30% target for 2030. The PM E-DRIVE scheme has an outlay of INR 10,900 crore, and India had 52,718 public charging stations as of July 2026.

Overview

India's EV market is led by two-wheelers and three-wheelers, not cars. About 50,000 EVs were sold in 2016 and about 2.3 million in 2025, which PIB describes as 46 times growth [1]. Over the same comparison, global EV sales rose about 20 times, from 918,000 in 2016 to 18.78 million in 2024 [1].

The EV share of vehicle sales rose from 0.08% in FY 2015-16 to 8.26% in FY 2025-26 [1]. NITI Aayog reports that about 7.6% of 2024 sales were electric, far below the national target of 30% by 2030 [4]. NITI Aayog also puts India's EV stock at 5.45 million in 2024, about 9% of the global stock, and India's EV sales at about 11% of global sales in 2024 [4].

Segmentation

Total EV sales were 2,037,831 units in FY 2024-25, based on VAHAN dashboard data compiled by EVreporter [3]. Electric two-wheelers accounted for 59.4% of that total, up from 57.6% in FY 2023-24 [3]. E-rickshaws held 23.3%, down from 27.8% [3].

  • High-speed electric two-wheelers: 1,209,772 units in FY 2024-25, up 19.1% year on year [3].
  • High-speed passenger three-wheelers (L5): 135,260 units, up 89.7% from 71,311, the fastest-growing segment [3].
  • E-rickshaws: 474,503 units; e-carts: 65,060 units [3].
  • Electric four-wheelers: 115,800 units, up 15% [3].

In calendar 2025, PIB reports about 12.8 lakh (1.28 million) electric two-wheelers and 8 lakh (0.8 million) three-wheelers sold [1]. The IEA reports that India remains the world's largest electric three-wheeler market, with over two-thirds of its 2025 three-wheeler sales being electric [5].

Regional Analysis

Uttar Pradesh was the largest state EV market in 2025, with more than 4 lakh units, or 18% of national EV sales [1]. Maharashtra followed with 2.66 lakh units (12%) and Karnataka with 2 lakh units (9%) [1]. In August 2025 NITI Aayog launched the India Electric Mobility Index, which tracks states and union territories on 16 indicators across transport electrification, charging readiness and EV research [1].

Policy & Regulation

India's EV policy began with the National Electric Mobility Mission Plan and the FAME India scheme in 2015 [1]. FAME Phase I ran until March 2019, and Phase II ran until April 2024 [1]. The Electric Mobility Promotion Scheme 2024 covered April to September 2024 and was subsumed in PM E-DRIVE [2].

PM E-DRIVE, notified in 2024, has an outlay of INR 10,900 crore [1]. It aims to support over 28 lakh EVs, of which 22.12 lakh had been sold as of January 2026 [1]. INR 4,391 crore is allocated for 14,028 e-buses [1]. In FY 2024-25, 1,010,101 e-2Ws and 122,982 e-3Ws (L5) were registered on VAHAN under the scheme [2].

On the manufacturing side, the PLI ACC battery scheme has an outlay of INR 18,100 crore and targets 50 GWh of cell capacity [1]. Cumulative incentives of INR 2,377.56 crore had been disbursed under the PLI-Auto scheme [1].

Charging Infrastructure

According to BHEL data cited by PIB, India had 52,718 public charging stations as of July 2026, of which 16,561 offer fast charging [1]. The IEA counted about 75,000 public charging points at the end of 2024 and projects around 375,000 by 2030 in its Stated Policies Scenario (STEPS) [6]. Stations and charging points are different units: one station can host several points.

  • India's EV ecosystem raised over USD 1.4 billion in FY 2025, with manufacturers securing about USD 1.2 billion [1].
  • In August 2025, Suzuki began production of its first global battery EV, the e VITARA, in India for export to 100+ countries [1].
  • IEA data show Indian electric LCV sales above 9,000 in 2025, up over 50%, but still about 1% of LCV sales [5].

Fiscal-year (April-March) segment data come from EVreporter's compilation of the VAHAN dashboard, which covers 1,378 of 1,479 RTOs and excludes low-speed e-2Ws [3]. Scheme registrations come from a Ministry of Heavy Industries release [2]. Calendar-year and fiscal-year figures are not directly comparable. The 'Other' slice in the segment chart (5.0%) is a FREEE.REPORT calculation: 100% minus the four listed shares, and covers e-carts, L5 goods carriers, buses and other categories. 1 lakh = 100,000; 1 crore = 10 million.
