Overview

TikTok is a short-video app owned outside the United States by ByteDance. Official user figures come from regulatory reports in Europe and company statements in the United States. ByteDance is private and does not publish financial statements, so financial figures here are press reports and are labelled as such.

Users in Europe and the United States

TikTok's sixth Digital Services Act transparency report states that 178 million people in the EU come to TikTok every month [1]. In its earlier announcement on starting DSA compliance, TikTok cited 134 million people across Europe (EEA countries) using the platform monthly [2]. The two figures cover different areas and periods, so they should not be read as a like-for-like growth rate.

In July 2026, JURIST, reporting on a European Commission finding, put TikTok at about 169.7 million EU users [7].

In the United States, the TikTok USDS Joint Venture said in January 2026 that more than 200 million Americans and 7.5 million businesses use TikTok [3]. In December 2025, TikTok CEO Shou Zi Chew told employees the app had more than 170 million US users, as reported by DW citing Reuters, AP and AFP [4].

ByteDance Financials as Reported

ByteDance does not release audited results. In December 2025, Bloomberg reported that ByteDance had net income of about $40 billion over the first three quarters of 2025 and was on track for roughly $50 billion of profit for the year, citing people familiar with the matter [6]. The same Bloomberg report said ByteDance claimed more than four billion monthly active users across its suite of apps [6]. These figures are unaudited and should be treated as reported estimates.

Policy & Regulation

United States: TikTok USDS Joint Venture LLC was established in January 2026 in compliance with the Executive Order signed by President Trump on September 25, 2025 [3]. Reuters reported that American and global investors hold 80.1% of the venture and ByteDance holds 19.9% [5]. DW reported that ByteDance and TikTok signed binding agreements with Oracle, Silver Lake and MGX in December 2025 to form the venture [4]. CNBC reported that Adam Presser was named CEO of the venture [8].

European Union: TikTok is supervised as a very large online platform under the Digital Services Act. The European Commission preliminarily found TikTok in breach of the DSA for failing to ensure safe accounts for minors, in a finding last updated on 18 August 2026 [9].

Methodology

User figures come from TikTok's official newsroom and the TikTok USDS Joint Venture announcement [1][2][3]. EU figures are reported under the Digital Services Act and count users in EU member states; the earlier 134 million figure refers to EEA countries. US user figures are company statements and are not audited. ByteDance financial figures come from Bloomberg reporting based on unnamed sources and are not company disclosures [6]. Ownership shares come from Reuters [5]. No freereports.online calculations are used in this report.
